Wisconsin School Cell Phone Ban Advances Through Legislature
The Wisconsin school cell phone ban proposal recently passed a key legislative step. Assembly Bill 948 cleared the Senate Committee on Education with a 4 to 1 vote.
The legislation will now move to the full Senate for consideration. If approved, the bill would be sent to Tony Evers.
Under the proposal, the statewide ban would begin July 1, 2027. The measure expands existing policies that restrict phones only during instructional time.
Current state law already requires school districts to adopt policies limiting phone use in classrooms. However, students can still use phones during lunch and other breaks.
Why Lawmakers Support the Wisconsin School Cell Phone Ban
Supporters say the Wisconsin school cell phone ban responds to concerns from school officials. Lawmakers reported hearing feedback from educators during a legislative task force visit to Oostburg.
Linda Brill, a Republican from Sheboygan Falls, described the effects of the current partial ban. According to Brill, some students simply shifted phone use outside class time.
School leaders reported new problems linked to the change. These included late arrivals to class and extended breaks during the school day.
Brill also said students spend less time interacting during lunch. She noted that some educators refer to the situation as “silent lunch.”
School Leaders Request Statewide Wisconsin School Cell Phone Ban
The Wisconsin school cell phone ban also reflects requests from school leaders. Some administrators prefer a statewide rule rather than district-level policies.
John Jagler, a Republican from Watertown, said superintendents in his district encouraged the state mandate. They argued a statewide policy would create consistent rules.
Jagler said several school leaders wanted the legislature to act. He stated that some districts hesitated to impose strict bans independently.
However, not all lawmakers support the proposal. Chris Larson cast the committee’s only vote against the bill.
Debate Over Online Safety and the Wisconsin School Cell Phone Ban
Opponents say lawmakers should consider broader online safety measures. Larson suggested focusing on limiting youth access to social media.
Meanwhile, supporters continue advancing the Wisconsin school cell phone ban proposal. Lawmakers say it could improve attention and reduce distractions.
The legislation would prohibit phone use throughout the entire school day. However, it includes an exception for students who require phones under special education plans.
School districts would decide disciplinary policies for violations. Additionally, lawmakers are considering funding for phone storage pouches.
These pouches would cost about $20 to $30 each. They would lock phones until the school day ends.
Several organizations have already taken positions on the proposal. The Wisconsin Association of School District Administrators registered opposition. Meanwhile, the American Diabetes Association registered support.
The Wisconsin Assembly previously approved the bill on the final day of its session. The Senate must still pass the measure before it can reach the governor’s desk.
